I can receive email from my liveBooks-hosted email in my email program, but I cannot send email. *** This post and feature is only applicable for users who created a liveBooks account before 08.06.2015

Check the outgoing server settings for that account against the settings specified here.
Some internet service providers block port 25 for outgoing mail (SMTP).
You may need to change the outgoing email port to 2525 and not the default port of 25.
